WHY IS THE NO CHILD LEFT BEHIND ACT SO IMPORTANT TO YOUR FAMILY?
The No Child Left Behind Act of 2001 (NCLB), signed into law by President George W. Bush, has one major flaw, according to the teachers union, National Educators Association (NEA): It was signed by President George W. Bush.
This law requires standardized testing for subjects and grades. If test scores prove that little teaching and learning has taken place, and if the schools (read: the teachers) have performed so poorly that there is little or no chance that a child can learn anything at a particular school, the parents are allowed to put their child in another school that can
actually teach. The legal process by which they can do this is called "vouchers". The NEA has legally blocked the use of vouchers in most states. The NEA believes control of education should be in the hands of local teachers' unions.
But the NCLB assures that children in every corner of America, from Eskimo children to Indian reservation children get the exact same education as every other child in the country. This powerful union loses a lot of power when their control of funds is limited. The NEA calls vouchers "punitive". They believe it is "punitive' to remove children from a school where hours of children's lives are wasted every day learning nothing, as proven by their test scores.
From NEA's own pages is this statement: " But NCLB links its federal dollars to draconian penalties for schools that can not meet a series of one-size-fits-all standards." When these "draconian penalties" are applied and standards are reached, children can actually read their diplomas when they graduate from high school. Parents call the legal right to
place their child in a better-performing school 'freedom of education'.
We believe the main reason why the NEA hates this law so much is because it guarantees every student religious freedom while in a public school, at any time of the school year. Christmas parties in public schools are legal and "Merry Christmas" is protected free speech. Boy Scouts must be given a place for meetings, and religous groups have the same freedoms enjoyed by ansy secular groups. Visit the link for the Secretary of Education Rod Brown's Guidance on Constitutionally Protected Prayer in School. In this guidance, Section 9524, Prayer in School, the csonditions of religious freedoms are spelled out clearly.
If school districts do not comply with NCLB, parents may file a complaint. The district's federal funding may be withheld until the school complies with this law. The NEA does not provide for such accountability to parents. FOR MORE INFORMATION, click here, and read Education Secretary Ron Brown's Guidance on Constitutionally Protected Prayer in School.
